2018 International Two-Dimensional Code Industry Development Summit was held at China
On November 7th, 2018, the international two-dimensional code industry summit,with the theme of "Co-building and Sharing one Two-dimensional Code world" opened in Changchun , the summit was held by the Science and Technology committee of Central Committee of China Democratic League, The Peoples Municipal Government of Changchun, Industry and Information Technology Department of the Jilin province, China Electronic Chamber of Commerce, and jointly sponsored by Changchun Lianhuashan Ecotourism Resort Management Committee, Unified Two-Dimensional Code Identification Registration Management Center and Zhongguancun Industry and Information Research Institute of Two-Dimensional Code Technology. Chen Xiaoguang, vice-chairman of the national committee of the Chinese people's political consultative conference and executive vice-chairman of the Central Committee of the China Democratic League, and Jing Junhai, the Governor of Jilin Provincial People’s government attended the opening ceremony and give a speech. The summit was hosted by Guo Yanyan, former party member of Ministry of Industry and Information Technology, Former Discipline Inspection Team Leader, Director of the Organizing Committee of International Two-Dimensional Code Industry Development Summit.

The digital economy is sweeping the global. As the core perception technology of the Internet of Things, the important information entrance of the Internet and the important acquisition means of large data resources, two-dimensional code technology has been widely applied and developed, and has become a new bright spot in the development of global digital economy. Chen Xiaoguang, vice-chairman of the National Committee of the Chinese people's Political Consultative Conference and vice-chairman of the Democratic League of China Central Committee pointed out that the CPC Central Committee and the State Council have always attached great importance to the development of digital economy. General Secretary Xi Jinping made it clear on many occasions that to develop digital economy and accelerate the promotion of digital industrialization, relying on the innovation drive of information technology, new industry patterns and new momentum should be constantly generated to promote new development. Big data, artificial intelligence and deep integration of the real economy, bigger and stronger digital economy. It is hoped that the Summit will make full use of and play a good role as a platform to face the difficulties and challenges in the development of global digital economy, and focus on strengthening top-level design, standard building, industrial cooperation and international exchanges, so as to promote the healthy and sustainable development of digital economy.The NLD will make effort to promote the standardization development of two-dimensional code technology and industry and international cooperation, and achieve important results and form scientific suggestions, thus can provide important reference for relevant departments.

Jilin is currently in a new round of strategic opportunities for the revitalization of Northeast China and a historic window period for the opening up of Northeast Asia. Jilin Province attaches great importance to the emerging information industry and the development of digital economy. It is deepening the construction of "Digital Jilin". The 2018 International Two-Dimensional Code Industry Development Summit will be held in Changchun City, Jilin Province. It will open a new stage of Jilin digital economy leading economic development, actively introduce high-quality development factors and open up a new way of revitalization and development. Jing Junhai, the Governor of Jilin Provincial People’s government said that the "2018 International Two-Dimensional Code Industry Development Summit" was a grand scientific and technological event, the summit will establish a platform for Jilin to communicate with relevant international organizations, countries and industrial cooperation. Jilin departments at all levels should cherish good opportunities, strengthen communication and links, vigorously promote the integration of Jilin's various fields with the two-dimensional code technology industry, further promote the construction of "Digital Jilin" and promote the high-quality development of Jilin's economic industry.
In the opening ceremony, the “Global Two-Dimensional Code Issuing Service” was officially launched. The global two-dimensional code issue service is provided by the global two-dimensional code issue agency, and the issued two-dimensional code service meets ISO/IEC international standard. The service includes four parts: firstly, the global distributed two-dimensional code identification Blockchain platform (or Code Block-Chain Platform) based on Blockchain technology is officially opened to the world, and starts to set the global distributed service nodes; secondly, two-dimensional code issue agencies are officially opened to many countries to provide services to global users; thirdly, two-dimensional technology and application assessment and rating service is officially opened to the world, guaranteeing the secure and standard application of two-dimensional code; last, International Two-Dimensional Code Object Identifier System (IDcode) White Papers is officially released, establishing the rules and regulations for the global two-dimensional code application. The global two-dimensional code issue service will facilitate the communication and cooperation among the international two-dimensional code industry, pushing the development of this industry.
In the opening ceremony, Fan Fang, the Minister of Democratic Alliance Central Political Affairs Department; Yuan Li, the former Vice President of China Development Bank; Liu Yufeng, the Vice Standing President of China Electronic Chamber of Commerce; Zhang Chao, the Vice Minister of Democratic Alliance Central Science and Technology Committee, Executive Minister of Two-dimensional Code Registration and Management Center, and Chi Jianping, the Vice Standing Dean of Zhongguancun Industry and Information Technology Two-dimensional Code Research Institute, issued the licenses to two-dimensional code issue agency representatives from India, South Korea, Canada, Laos and Myanmar.

The main forum was hosted by Zhou Yuan, the director of the Central Science and Technology Committee of the Democratic League.
On the sub-forum of the summit, the experts discussed and communicated together about the 4 topics: “Two-dimensional Code Technology Facilitates the Construction of Global Trade System”, “ Integration Development of Two-dimensional Code and Blockchain Technology ”, “Two-dimensional Code Medical Cooperation and Circulation Technology Standardization”, “Two-dimensional Code and Digital Economy”. In addition, in the afternoon of 6th November, the Member Closed-Door Meeting of Unified Two-dimensional Code Identification and Registration Management Center (UTC Global) was held. The authorities from over 10 countries studied and discussed about operation regulations and agency structure of the International Two-dimensional Code Industry Development and Cooperation Agency, deciding on the preparation for the cooperation and partnership.
